ၿပီးခဲ့တဲ့ လ ၂၉ ရက္ေန႕တုန္းက ပအို၀္းလူငယ္အစည္းအရံုးက ထုတ္ေ၀ခဲ့တဲ့ အနာဂါတ္ကို လုယူဖ်က္ဆီးျခင္း ဆိုတဲ့ အစီခံစာထုတ္ၿပီး ေနာက္တရက္မွာ အခုလို တိုက္တြန္း ေျပာဆိုခဲ့ တာလို႕ ေဒသခံေတြက ေျပာပါတယ္။

Burma’s nuclear nexus with Russia

Chiang Mai (Mizzima) - The Burmese military junta’s overt nuclear ambitions are out in the open, in a leaked document from the junta’s military establishment, which reveals that Burma’s number two strongman second Vice-Senior General Maung Aye, during a visit to Russia in 2006, had sought assistance in constructing a 10 million megawatt nuclear reactor.

The document, which is a top-secret memo, details the overseas travels of Maung Aye and Thura Shwe Mann, third in the military hierarchy.

The leaked document, a copy of which is in Mizzima’s possession, says Maung Aye during his trip to Russia sought assistance to build a nuclear reactor. He also sought military cooperation from the Russians.

At the invitation of Russian Prime Minister Mikhail Fradkov, Maung Aye led a 60-member delegation on a five-day visit, April 2 to 6 2006, to Russia. He met the Russian Prime Minister as well as the Russian Army’ Chief of Staff Yury Baluyevksy, and Chief of Staff of the Navy and Air Force.

Maung Aye received positive response from Russia during the meetings, regarding his “special request” for assistance in constructing a 10 million megawatt nuclear reactor and to allow Burmese students in Russia to learn nuclear technology and aeronautical engineering.

Besides, he also got a nod for increased purchase of Russian-made MIG 29 and MIG 27 jet fighters, providing technical assistance in producing Guided Missiles and for purchase of ships.

As Russia, a veto wielding country at the United Nations Security Council (UNSC), has blocked attempts by western countries to pass a resolution on Burma over its appalling human rights conditions, the delegation promised that Burma will back Russia’s effort to establish stronger ties with the Association of Southeast Asian Nations (ASEAN).

The secret documents with Mizzima also reveal details of meetings between Russia’s Deputy Commander-in-Chief of the Army Lt-General Evnevich Valery G, who visited Burma in February 2008, with Maung Aye.

The meeting was also attended by General Thura Shwe Mann, the junta’s secretary (1), Commander-in-Chief (Navy), Commander-in-Chief (Air), Military Affairs Security Chief, Deputy Minister of the Ministry of Defence and Deputy Minister for Foreign Affairs Kyaw Thu.

The Russian delegation led by Lt-General Evnevich Valery G, was accompanied by the Ambassador of the Russian Federation Dr Mikhail Mgeladze and Military Attache' Colonel Alexander V Svinitsovskiy.

The document also reveals that the Deputy Minister of the Defence Ministry Maj-Gen Aye Myint led delegation and the Russian delegates formed a group for “cooperation in military technology.”

Similarly, documents with details of General Thura Shwe Mann led delegation’s visit to North Korea, following a visit to China in November 2008 was also leaked.

According to the leaked document, a copy of which is in Mizzima’s possession, North Korean and Burma agreed on military cooperation and military training. Besides, North Korea also agreed to build underground buildings including tunnels to hide warships and fighter planes.

Burma and North Korea severed diplomatic relationship in 1983, after North Korean agents attempted to assassinate the visiting South Korean President Chun Du-hwan. But both countries officially announced resumption of diplomatic relations in 2007.

Russia and Burma have maintained over 60 years of diplomatic relations.

Is Myanmar moving toward nuclear status?

The recent aborted voyage of a North Korean ship, photographs of massive tunnels and a top secret meeting have raised alarm bells that one of the world's poorest nations may be aspiring to join the nuclear club _ with help from its friends in Pyongyang. No one expects military-run Myanmar, also known as Burma, to obtain an atomic bomb anytime soon, but experts have the Southeast Asian nation on their radar screen.

"There's suspicion that something is going on, and increasingly that cooperation with North Korea may have a nuclear undercurrent. We are very much looking into it," says David Albright, president of the Institute for Science and International Security, a Washington, D.C. think tank.

The issue is expected to be discussed, at least on the sidelines, at this week's ASEAN Regional Forum, a major security conference hosted by Thailand. U.S. Secretary of State Hillary Rodham Clinton, along with representatives from North Korea and Myanmar, will attend.

Alert signals sounded recently when a North Korean freighter, the Kang Nam I, headed toward Myanmar with undisclosed cargo. Shadowed by the U.S. Navy, it reversed course and returned home earlier this month.

It is still not clear what was aboard. U.S. and South Korean officials suspected artillery and other non-nuclear arms, but one South Korean intelligence expert, citing satellite imagery, says the ship's mission appeared to be related to a Myanmar nuclear program and also carried Scud-type missiles.

The expert, speaking on condition of anonymity because of the sensitivity of the issue, said North Korea is helping Myanmar set up uranium- and nuclear-related facilities, echoing similar reports that have long circulated in Myanmar's exile community and media.

Meanwhile, Japanese police arrested a North Korean and two Japanese nationals last month for allegedly trying to export a magnetic measuring device to Myanmar that could be used to develop missiles.

And a recent report from Washington-based Radio Free Asia and Myanmar exile media said senior Myanmar military officers made a top secret visit late last year to North Korea, where an agreement was concluded for greatly expanding cooperation to modernize Myanmar's military muscle, including the construction of underground installations. The military pact report has yet to be confirmed.

In June, photographs, video and reports showed as many as 800 tunnels, some of them vast, dug in Myanmar with North Korean assistance under an operation code-named "Tortoise Shells." The photos were reportedly taken between 2003 and 2006.

Thailand-based author Bertil Lintner is convinced of the authenticity of the photos, which he was the first to obtain. However, the purpose of the tunnel networks, many near the remote capital of Naypyitaw, remains a question mark.

"There is no doubt that the Burmese generals would like to have a bomb so that they could challenge the Americans and the rest of the world," says Lintner, who has written books on both Myanmar and North Korea. "But they must be decades away from acquiring anything that would even remotely resemble an atomic bomb."

David Mathieson of the New York-based Human Rights Watch, who monitors developments in Myanmar, says that while there's no firm evidence the generals are pursuing a nuclear weapons capability, "a swirl of circumstantial trends indicates something in the nuclear field is going on that definitely warrants closer scrutiny by the international community."

Albright says some of the suspicion stems from North Korea's nuclear cooperation with Syria, which now possesses a reactor. Syria had first approached the Russians, just as Myanmar did earlier, but both countries were rejected, so the Syrians turned to Pyongyang _ a step Myanmar may also be taking.

Since the early 2000s, dissidents and defectors from Myanmar have talked of a "nuclear battalion," an atomic "Ayelar Project" working out of a disguised flour mill and two Pakistani scientists who fled to Myanmar following the Sept. 11 World Trade Center attack providing assistance. They gave no detailed evidence.

Now a spokesman for the self-styled Myanmar government-in-exile, the National Coalition Government of the Union of Burma, says that according to sources working with the dissident movement inside the Myanmar army, there are two heavily guarded buildings under construction "to hold nuclear reactors" in central Myanmar.

Villagers in the area have been displaced, said spokesman Zinn Lin.

Andrew Selth of Australia's Griffith University, who has monitored Myanmar's possible nuclear moves for a decade, says none of these reports has been substantiated and calls the issue an "information black hole."

He also says Western governments are cautious in their assessments, remembering the intelligence blunders regarding suspected weapons of mass destruction in Saddam Hussein's Iraq.

A U.S. State Department official, speaking on customary rules of anonymity, said he would not comment on intelligence-related matters such as nuclear proliferation.

"I don't want that to be seen as confirmation one way or the other. Obviously, any time that a country does business with North Korea we're going to watch to see what that is," the official said.

Alarm bells about Myanmar's aspirations have rung before. In 2007, Russia signed an agreement to establish a nuclear studies center in Myanmar, build a 10-megawatt nuclear research reactor for peaceful purposes and train several hundred technicians in its operation.

However, Russia's atomic agency Rosatom told The Associated Press recently that "there has been no movement whatsoever on this agreement with Burma ever since."

Even earlier, before the military seized power, Myanmar sought to develop nuclear energy, sending physicists to the United States and Britain for studies in the 1950s. The military government established a Department of Atomic Energy in 2001 under U Thaung, a known proponent of nuclear technology who currently heads the Ministry of Science and Technology.

Myanmar is a party to the Nuclear Nonproliferation Treaty, and under a safeguards agreement with the International Atomic Energy Agency, it is obligated to let the U.N. watchdog know at least six months in advance of operating a nuclear facility, agency spokesman Ayhan Evrensel said.

Evrensel said the Vienna-based IAEA has asked Myanmar to sign a so-called "additional protocol" that would allow agency experts to carry out unannounced inspections and lead to a broader flow of information about Myanmar's nuclear activities.

The regime has remained silent on whatever its plans may be. A Myanmar government spokesman did not respond to an e-mail asking about Russian and North Korean involvement in nuclear development.

In a rare comment from inside Myanmar, Chan Tun, former ambassador to North Korea turned democracy activist, told the Thailand-based Irrawaddy magazine, "To put it plainly: Burma wants to get the technology to develop a nuclear bomb.

"However, I have to say that it is childish of the Burmese generals to dream about acquiring nuclear technology since they can't even provide regular electricity in Burma," the Myanmar exile publication quoted him last month as saying.

Some experts think the generals may be bluffing.

"I would think that it's quite possible Yangon would like to scare other countries or may feel that talking about developing nuclear technologies will give them more bargaining clout," said Cristina-Astrid Hansell at the California-based James Martin Center for Nonproliferation Studies. "This is not unreasonable, given the payoffs North Korea has gotten for its nuclear program."

Senior General Than Shwe allegedly forced to retire

The deputy and the deposed: is this really the end of Sr. Gen Than Shwe?
For thirteen years, Sr. Gen Than Shwe and his family stayed on top of the Burmese military government, featuring prominently in nightly news and steadfastly refusing to hand power to election winner National League for Democracy.

Now the man who joined the army at 20 has been forced to retire by Deputy Sr. Gen Maung Aye because of nepotism and corruption, according to sources close to the government.

News blackout?

The news has not been confirmed but a resident at the China-Burma border insists it is genuine, saying regional commanders and those close to high profile members of SPDC have been told.

Other sources at the Burmese border also says the armies have been barred from using wireless communication which could be intercepted, a sign that the army might be trying to suppress the news.

"Every Monday, there is a military council meeting. It is during this meeting that the "five-men group" led by Gen Maung Aye decided to retire U Than Shwe because it is now impossible for him to stay in office. U Hein Naing says the "group" consists of Deputy Sr. Gen Maung Aye, Lt-Gen Thein Sein and Gen Shwe Man who is considered an ally of the deposed leader.

The decision stems from the need to protect the integrity of the army as Sr. Gen Than Shwe seems concerned only with himself and his cronies' interests, he says.

"Even in the army, only those close to him get anywhere. This has reached a stage where Gen Maung Aye feels he has to step in and stop it."

He heard that Sr. Gen Than Shwe is charged with helping, supporting and protecting U Tay Za's businesses. U Tay Za is a Burmese businessman rumoured to be close to the Senior General's family.

Meanwhile, life in the capital continues to be normal. Very few people are aware of the latest news.

Rangoon watchers say the retirement could be a result of Sr. Gen Than Shwe's deteriorating health condition. They say the tight security at No (2) Military Hospital in central Rangoon since yesterday indicates he is in poor health.

ဘာသာေရးအသင္းအဖြဲ႔မ်ား၊ လူမႈေရးအသင္းအဖြဲ႔မ်ားသည္လည္းတစ္စုံတစ္ရာပင္ ထုတ္ေဖာ္ေျပာဆိုခဲ့ျခင္း မျမင္ေတြ႔ ရေပ။ ထိုေဒသအတြင္းလႈပ္ရွားေနေသာ ကုလသမဂၢလက္ေအာက္ခံ အသင္းအဖြဲ႔မ်ားျဖစ္သည့္ ကုလသမဂၢဖြံ႔ၿဖိဳးေရး အစီအစဥ္(UNDP)၊ ကမၻာ့စားနပ္ရိကၡာအစီစဥ္(WFP)၊ ကမၻာ့ကေလးမ်ားရံပုံေငြအဖြဲ႔ (UNICEF)စသည့္ အသင္း အဖြဲ႔မ်ားလည္း တစ္စုံတစ္ရာ ကူညီေပးျခင္း၊ မွတ္တမ္းတင္ သတင္းထုတ္ျပန္ျခင္းမ်ား မျပဳလုပ္ခဲ့ေခ်။

ကယန္းေဒသတစ္ခုလုံးသည္ ေဒသတြင္း လက္နက္ကိုင္အဖြဲ႔အစည္းမ်ားျဖစ္သည့္ ကယန္းျပည္သစ္ပါတီ (KNLP)၊ ကရင္နီျပည္လူမ်ိဳးေပါင္းစုံ ျပည္သူ႔လြတ္ေျမာက္ေရးတပ္ဦး (KNPLF)၊ ကယန္းအမ်ိဳးသားကာကြယ္ေရးအဖြဲ႔ (KNG) စသည့္အဖြဲ႔အစည္းမ်ားသည္ စစ္အစိုးရႏွင့္(၁၉၉၂)ေနာက္ပိုင္းတြင္ အပစ္ခတ္ရပ္စဲထားၿပီးျဖစ္ရာ ၿငိမ္းခ်မ္းေရး နယ္ေျမ အျဖစ္ နအဖစစ္အစိုးရႏွင့္ လက္နက္ကိုင္အဖြဲ႔အစည္းမ်ားမွ ေခၚဆိုလာခဲ့ၾကသည္။ သို႔ေသာ္ယခုျဖစ္ရပ္ မ်ားသည္ ၿငိမ္း ခ်မ္းေရး၏ လကၡဏာမ်ားမဟုတ္သည္မွာ အေသခ်ာပင္။

ယခုအျဖစ္အပ်က္အပါဝင္ ျမန္မာႏိုင္ငံအႏွံ႔အျပားတြင္ ျဖစ္ပြားလ်က္ရွိေသာ လူ႔အခြင့္ေရးခ်ိဳးေဖာက္မႈမ်ားသည္
ႏိုင္ငံ ေတာ္အာဏာအား မတရားရယူထားေသာ နအဖ စစ္အစိုးရတြင္ တာဝန္အရွိဆုံးျဖစ္ၿပီး စနစ္ဆိုး၏အဓိက တရားခံ ပင္ျဖစ္သည္။ ထို႔ေၾကာင့္ ဒီမိုကေရစီအသြင္ကူးေျပာင္းေသာ ကာလတြင္ နအဖ စစ္အစိုးရႏွင့္အေပါင္းပါ မ်ားအား လူ ထုေရွ႕တြင္ တရားစီရင္ျခင္းကို ခံစားရေပလိမ့္မည္။

Secretive Russia-Burma mine could displace thousands

A Russian-backed mining project in Burma’s war-torn Shan State will permanently destroy the homes and farmlands of 7,000 Pa-O villagers, according to a new report by the Pa-O Youth Organization (PYO).


Russian and Italian engineering companies are reportedly working together to develop a massive iron ore mine that will “decimate” Mount Pinpet or “Pinetree Mountain” in the eastern Burmese state of Shan.


The project could destroy 25 villages, permanently displacing 7,000 ethnic Pa-O’s from their traditional farmlands. Another 35,000 people who rely on the Thabet watershed on the eastern side of the mountain may also be impacted.


“Fifty people have already been forced to move and were not adequately compensated,” notes the “Robbing the Future” report. “The confiscation of vital farmlands has begun.”


And so has travel restrictions, thanks to a gated wall now stretching across the main road, surrounding the nearby iron processing plant. The wall stands ten feet high, just in front of some underground bunkers.


The gate is only open for 12 hours a day, but even then there’s no guarantee the villagers will be allowed to pass by unless the security guards let them. “Villagers who attempt to pass through the gates after closing or without permission have faced abuse” from the guards, according to the report.


Food Insecurity and fuel shortages is another major concern. For the past two years all 25 villages have been prohibited from collecting anything from the mountain, whether it’s wood or medicinal plants..Factory workers and soldiers are also known to steal food from the villagers.


Water may become the next big sacrifice – once the mine and processing plant is fully operational. “Villagers fear that pollution from the mines could damage the Thabet stream, potentially making fish toxic and in turn destroy crops that depend on the stream for irrigation.”


In addition, the project threatens to “radically alter” the environment, “decimate” the Pinetree Mountain, and cause rampant deforestation and loss of habitat.

Shrouded in Secrecy

As daunting as these concerns are, at the moment they are being overshadowed by the secretive nature of the project. “They are hiding what they’re doing behind walls and fences, but we will be the ones to suffer the effects of these projects”, says Khun Chan Khe, a spokesperson from the PYO.


It’s leading to a lot of speculation that we might not even be talking about an iron project. It might be uranium. Or both.


“Robbing the Future” mentions a recent announcement from Burma’s Ministry of Energy that there are five uranium deposits in the country. Pinpet was not mentioned as one of the sites, but several villagers have stated that uranium is located southwest of the village of Leng Ngock, on the edge of the mountain. Several villagers have also reported servicemen claiming the factory will be used to process both iron and uranium. A military camp has been set up on the mountain.


Then there’s the May 2007 announcement from ROSATOM, the Russian Atomic Energy Agency, stating it had “reached a deal for ‘cooperation in the design and construction in Myanmar of a centre for nuclear research… including a nuclear reactor.’ The announcement came about one year after the Russian-based steel company Tyazhpromexport (TPE) announced it was backing the Pinpet factory.


There is more speculation and rumor, all of which is being “compounded by growing evidence that Burma is strengthening its ties with North Korea, who last month successfully tested a nuclear bomb,” says the Democratic Voice of Burma.


While none of the speculation has been confirmed, “Villagers are extremely worried and fearful” that, in addition to their own displacement, their loss of culture and livelihood, not to mention the abuses, food shortages, and environmental destruction—they may also have to face radioactive contamination.

Burma Newscasts reported that Russian and Italian engineering companies are reported to be involved in the development of a huge iron ore mine in Burma’s eastern Shan state that campaigners say could displace more than 7,000 homes.

The already volatile Shan state is home to Burma’s second largest iron ore deposit, on the site of Mount Pinpet. Excavation of the site began in 2004, and work includes the conversion of around 11,000 acres of surrounding land for construction of a cement factory and iron processing plant.

The Pa-O Youth Organization in a report released said that more than 25 villages’ home to around 7000 mainly ethnic Pa-O people could be destroyed by the Pinpet Mining Project.

Robbing the Future report said that “Fifty people have already been forced to move and were not adequately compensated. The confiscation of vital farmlands has begun, leaving over 100 families without the primary source of their livelihood and sustenance.”

Mr Khun Ko Wein spokesperson from PYO said that villagers had very little, if any input on the plans for the project. He said that “The government doesn’t talk to the villagers, they don’t negotiate with the villagers regarding plans for the mining project, and they don’t really discuss in advance what they are going to do.”

The report points to Russian company Tyazhpromexport as being the major foreign investor in the Pinpet Iron Factory, with USD 150 million so far channeled into the project.

Another concern of PYO’s is the link between the Pinpet mine and rumors that Burma is mining uranium, a key ingredient for nuclear weaponry.

According to the report, Burma’s Ministry of Energy has officially announced the presence of five uranium deposits in the country, although has not publicly stated that these will be mined. Speculation that uranium exists near the Pinpet site has added fuel to the rumors, with some locals fearing that the mine could be being used as a cover to exploit and refine uranium. Such rumors have been further compounded by growing evidence that Burma is strengthening its ties with North Korea, who last month successfully tested a nuclear bomb.

၂၀၀၆ ခုႏွစ္က တဖန္စတင္ခဲ့သည္ ျမန္မာႏုိင္ငံ၏ ဒုတိယအႀကီးဆုံး သတၱဳ႐ုိင္းသုိက္ႀကီး ျဖစ္သည့္ ပင္းပက္ေတာင္ သတၱဳတြင္း တူးေဖာ္ေရးစီမံကိန္းကို စစ္အစုိးရက ႐ုရွားႏုိင္ငံပုိင္ Tyazhpromexport အမည္ရွိ ကုမၸဏီ၏ ေထာက္ပံ့မႈျဖင့္ ၂၀၀၉ ခုႏွစ္ကုန္ပုိင္းတြင္ အၿပီးသတ္မည္ျဖစ္သည္။ အုတ္နံရံႏွစ္ထပ္၊ သံဆူးႀကဳိးတထပ္ ကာရံထားၿပီး ေျမေအာက္ဥမင္မ်ား ရွိသည့္ သံရည္က်ဳိစက္႐ုံတ႐ုံလည္း တည္ေဆာက္ေနေၾကာင္း အစီရင္ခံစာတြင္ ေဖာ္ျပထားသည္။
